Although he is not the greatest writer in the world, Victor Whooten is without a doubt the most technically amazing bassists I've ever come across. Jaco Pastorias is pretty cool too.

Jaco Pastorius: probably the best ever.
James Jamerson: was the backbone of of Motown.
Flea: still like Mother's Milk best
Oscar Pettiford: Melodic, driving jazz bass playing (check out Lucky Thompson's Tricotism).
Paul Chambers: Bassist for one of the best Jazz groups to ever exist, the Miles Davis Quintet (with John Coltrane on tenor).
Eric Avery: Jane's Addiction's first bassist. Subtle but drives every song on Nothing Shocking and Ritual
Mike Watt: Minutemen and fIREHOSE. Blistering.
Mark Sandman: Morphine. Two strings, a slide, and stream of consciousness
Chris Squire: Progressive rock with groove.
John Paul Jones: If only for Ramble On.

Geezer Butler from Black Sabbath is good. So is Flea. Les Claypool is wierd, but in a good way. Who plays bass for the Cows? He's the only thing holding their rhythms(?) together.

I am a bit of a fan of the older, darker "progressive" music from teh later 80s early 90's and my list is reflects that...for better or for worse.
Mick Karn (Japan, Dali's Car, and solo) is my absolute favorite this week, I love fretless
Jah Wabble ( of PIL and solo and at least one Sinead O'Conner albumn
David J (Bahaus, Love and Rockets, Jazz Butchers, and Solo) not the best or most origional, but amazingly song oriented "dub" style bass playing
Bill Laswell ( Praxis, solo, production) brilliant simplicity
Kim Gordon (sonic youth) noise fx bass done right!
Also Justen Mendell Johnson (Beck) brilliant, absolutely brilliant
of course these are just my opinions and many arguements can be given against how cool these guys are too
