Is anything your guitar is connected to in anyway in a multi plug thing? I have the same problem. When I plug my jack into record something, either my DVD player, VHS, TV, PC, games console or 4 track is causing static. All their cases give a static shock and because I plug my guitar into the 4 track or PC I get shocks from my guitar.
Anyway... I'll stop now.

Could be the ground in your building is really inadequate. That happens a lot. Sometimes you'll see when you pull the cover off a three-prong faceplate of an outlet, that the ground isn't attached to anything. That's a cheap ass handyman's special.
If you're really worried about it, go to the hardware store and buy a multi-tester. Check the impedance on your outlet. If that's good, take the amp into the shop and have it checked out. If that's good, replace all your cables. If that doesn't help, then it's time to take your guitar in.
Incidentally, you should be worried about this. A kid in my hometown died touching a metal screen door with a badly grounded guitar. Remember, it's not the volts that kill ya, it's the amps.

i read that the grateful dead's performance at woodstock was so horrible was because of
1) bad wiring which caused painful shocks when guitar strings were touched
2) insane amounts of acid
this is why the dead refused to release that performance
